Introduction

Welcome to the website for the Eden Area General Plan.  This site will provide important information relating to the project and serve as a forum for public input.

The General Plan

The General Plan is the basic planning document for cities and counties.  Every city and county in California must adopt a comprehensive, long-term general plan for the physical development of any land that the jurisdiction judges to be relevant to its long range planning.  All land use approvals in the city or county must be consistent with the General Plan.

There has been no comprehensive update of the General Plan since 1983.  In 1995, the General Plan was amended when the Happyland neighborhood of the Eden area was annexed to Hayward.

The General Plan Update has been prepared in several phases over the past 7 years and a Revised Final Draft of the General Plan and EIR is now available.

Public Participation

Members of the public are invited to all Eden Area General Plan workshops.  These meetings will be held specifically to solicit community input.  The schedules for these meetings can be found by clicking here.

Eden Area General Plan and EIR- Adoption Hearing Rescheduled for March 30, 2010

Thank you for your continued interest in the Eden Area General Plan project.  During the Fall of 2009, the County released a Revised Eden Area General Plan and Revised Final EIR. After a number of public meetings and Planning Commission hearings over the last four months, the final hearings for the General Plan and EIR have been set (see information below). The Planning Commission, at their January 19, 2010 meeting,  voted unanimously for this project be sent to the BOS recommending Adoption of the General Plan and Certification of the FEIR.  In addition, the CEQA-required Findings and Statement of Overriding Considerations will be considered for adoption at that BOS meeting also.

The General Plan and FEIR are scheduled for a final  hearing at the March 30, 2010 Board of Supervisors Meeting.

All documents pertaining to the Eden Area General Plan and EIR Adoption Hearing for the March 30, 2010 BOS Planning Meeting can be found on the "Publications" page of this website.

Please note: In 2008 a new map was developed to show the new General Plan boundaries for the Eden Area. Please Click Here to download a PDF of the map. Portions of the Mt. Eden area have been annexed into the City of Hayward since the General Plan update has started.  The above new Eden Area map shows those areas that remain in the Mt. Eden sub-area. In addition, in response to public input and after an extensive public process in 2007, El Portal Ridge, Hillcrest Knolls, and the Fairmont Campus areas were  reassigned to the Castro Valley General Plan area.
